Band Rep. Protection Manager (Full-Time, Permanent)

Position Title: Band Rep. Protection Manager – Full-Time Permanent

Position Description: Reporting to the Director of Family Well-being, the Band Rep. Protection Manager will be responsible for leading child and family advocacy efforts within Fort William First Nation community, working alongside external child welfare agencies. This position will actively create, implement, review and administer program initiatives and CYFSA compliance. This role ensures culture, priorities and input are represented in all child welfare matters. The position focuses on prevention, advocacy, coordination, and culturally grounded service delivery.

Major Responsibilities:

  • Act as a primary liaison with Children’s Aid Societies
  • Attend court cases, case conferences and planning meetings
  • Advocate for least disruptive measures and family reunification
  • Promote kinship and community-based placements
  • Ensure families understand rights, plans and processes
  • Work with Family Wellness Manager to support prevention and early intervention strategies, identify at risk families, coordinate supports and develop family-centered service plans
  • Provide guidance and support to Band Representatives, Family Support Workers and Protection staff members which include staff wellness and debriefing exercises
  • Promote a culture of Mental, Emotional, Spiritual and Physical wellness for clients and staff
  • Develop and implement strategic plans and goals for the Protection Program
  • Assist in the design and implementation of programs, policies and services
  • Promote education and awareness for Community Members
  • Assist with budget creation and reporting
  • Provide crisis intervention services
  • Ensure staff participation in case management, consultation and department planning activities
  • Maintain tracking of all CAS-involved families and monitor children in care (on/off reserve)
  • Ensure coordinated service delivery across departments
  • Ensure cultural plans are established for children in care which may include engaging Elders, promoting land-based and identity programming and advocating for cultural continuity
  • Complete performance management and coaching initiatives with staff
  • Collaborate with community agencies such as law enforcement, social service agencies and CAS to identify gaps in community services and develop plans for addressing these gaps
  • Develop internal child welfare policies and protocols
  • Establish CAS engagement guidelines
  • Contribute to long-term jurisdiction planning
  • Facilitate sharing circles and engagement sessions for families and clients
  • Identify and pursue professional development opportunities
  • Ensure staff create and maintain client records in a confidential and professional manner, record case notes and produce client-related documentation such as reports according to accepted practices and policies
  • Compile caseload statistics and prepare program and client reports
  • Coordinate and/or participate in case management, consultation and departmental planning activities
  • Maintain positive relationships with service providers
  • Intervene as advocate for clients or patients to resolve emergency problems in crisis situations
  • Other related duties as required

Working Conditions:

  • Overtime, after hours, flexible, on-call schedule required
  • Interaction with community members, family members, staff, visitors, government agencies/personnel which may be traumatic situations
  • Interacts with residents, family members, staff, visitors and government agencies.
  • Travel may be required
  • Manual dexterity required to use desktop computer and peripherals.
  • Intermittent physical activity including walking, standing, sitting, lifting and program set-up/take-down

Qualifications:

  • A bachelor’s degree in social work required
  • Minimum of 3 years’ supervising staff
  • Minimum of 5 years’ experience in child welfare or family services with a strong understanding of Ontario child welfare system and the Child and Family Services Act
  • Ability to work effectively with a wide range of individuals, in potentially volatile and emotionally charged situations
  • Computer literacy skills
  • Sound knowledge of the following techniques is required: crisis intervention, anger diffusion, conflict intervention and resolution
  • Adherence to ethical and professional standards of conduct is required
  • A well-defined sense of diplomacy, including solid negotiation, conflict resolution, advocacy and people management skills
  • Politically and culturally sensitive
  • Strong morals and ethics, along with a commitment to privacy
  • Excellent problem solving and prioritizing skills
